The verbal argument ended, Perry and Hooper proceeded west on the State Highway 68. Hooper then made threatened remarks to punch Perry in the face for getting involved. Perry, age 57, of Dekalb Junction involved himself in the argument. Operator of a black 1984 Honda motorcycle, identified as James B. Operator of the pickup truck, identified as Hooper, got out of the vehicle and started having a verbal altercation with an operator of uninvolved vehicle. All drivers came to a stop at a stop sign. An investigation determined two motorcycles and a pickup truck were traveling west on State Route 68, in the town of Lisbon. He was also issued multiple vehicle and traffic violations. On September 16, 2023, around 8:40 p.m., Troopers responded to State Highway 68, in the town of Lisbon for a possible car vs. Hooper, age 25, of Ogdensburg, NY for menacing 2nd, and assault 2nd.
